Goal Library visibility - Employee can see goals available only to HR and Manager

Summary:

Hello everyone,

I would like to ask for clarification about the behavior of Performance Goals in the Goal Library.

We have configured a Performance Goal in the Goal Library to be available only to HR and Managers.
However, we noticed that a user who has both Employee and Manager roles is still able to:

• see the goal in the Goal Library
• copy and add the goal when accessing the library from the My Goals page

Is this the expected behavior?
In other words, when a user has multiple roles (Employee + Manager), does the system apply the most permissive role
