Ability to remove HSA coverage including the seed(Employer Contribution)

Hi Team,
Is there the ability to remove the HSA coverage including the seed. For example the employee is covered on their parent’s plan or has reached the maximum contribution.
An employee will be enrolled in Medical(CDHP) plan and He doesn’t want to receive seed money. Is there a way to turn off the employer contribution? Can $0 be added to the employer portion.
Note: We don't have payroll module in oracle hcm cloud, they are using ADP system for payroll. Client wants to turnoff the employer amount only for specific scenarios.
