How to enable comments section only if document is in Progress

in Performance Management

We are live and we are using same templates for 2025 & 2024.

We disabled comments for 2025, but that disabled comments for 2024 as well.

Can put a condition using VBCS that comments section should only be visible only if the document status is "Completed", so that 2024 comments will be visible.

or if the document name like '%2024%' then enable comments.
