Restrict Request Feedback for Contingent workers

When Employee goes to Me > Career and Performance > Feedback Center > Request Feedback, we want to restrict the we want to restrict the Person LOV (Who do you want to ask?) such that it shows only Employees list and do not show Contingent Worker.

Another Workaround, we thought was to restrict the the Alert: HRE Touchpoints Feedback Requested (HRE_TOUCHPOINTS_FEEDBACK_REQUESTED)
(Template: Worker requests feedback) going to Contingent worker, so that we can apply the filter such that only emps gets the alerts and Contingent workers don't get this Alert. However, I don't see such filter option available on the Alert.
