Inability to exclude Completed goals from needing to be evaluated in perf docs in Redwood
Summary:
In responsive UI we had our performance documents set up so that if a goal had a status of 'Completed', it could not be rated by the employee or manager. In Redwood it doesn't seem possible to configure the performance document to prevent 'Completed' goals from being evaluated.

This is a requirement for our business to prevent employees/managers changing the rating of completed goals after the final rating they gave the goal when it was still 'In Progress'. This will impact the way in which we evaluate performance documents if not fixed.
