How to configure Oracle to send a notification to the buyer when a requisition is assigned to them.

We would like Oracle to automatically send a notification to the buyer when a requisition is assigned to them. Ideally the notification would work as follows, The task title “Requisition Requires Buyer Action”. Clicking it opens the requisition in ‘Process Requisitions’.
