How to use Skip rule to skip vacant position in position hierarchy based approval - Invoice Approval

We are using Position Hierarchy for Invoice approval and it stuck with a Position Id because Position is vacant.

Have anyone used skip rules to skip a vacant position from position Hierarchy ?
