In Bill Management, is there a way to register external customers without providing access to Setup?

We are currently implementing the Bill Management module for our client.

In future, if the client needs to register additional external customers, this process would typically require access to Setup and Maintenance,which is generally restricted to implementation or system administrators.

Our concern is how the client can register new external customers without being granted access to Setup and Maintenance.
