Redwood ORC - How to Remove "Move to Prior Phase" from

Summary:

It appears on the initial Phase/state we can't move a candidate back to prior phase but mid process the hiring manager can send an applicant back to a prior phase and we do not want to allow this. Is there a way to remove this.

I read some indication that we would need to setup quick move actions for this to inactivate the prior phase. Is this the only solution? We have some cases where a candidate can be moved into multiple Phases/states after the prior action and afraid the quick move would limit this.
