Managers with HR specialist role unable to cancel/delete their created goals for their direct report

Summary:

Users with only manager role are able to cancel and delete their created goals in directs reports goal plan but users with manager and HR Specialist role are unable to do so. For them cancel and delete actions are greyed out from My Team > Team Goals Center. They have to go to My Client Group > Goals Center to perform cancel or delete action on their direct report.

FYI: Workers, managers and HR specialist are allowed to make changes and we don't have any weights enabled.
