26A Redwood: Procurement Admin unable to add Location Set

Summary:

In the past our Procurement Admin could add new locations on the workforcestucture > Manage location. They still can however, the location set it blank for them but not for HR. Any ideas what broke this or what privileges we need to use to correct?
