Contact Field Change Listener in Program Canvas

I’m looking for some help/clarification on contact field change listeners…

We've recently implemented Qualified on our website 🎉 We've set it up so that based on visitor behaviour, Qualified creates or updates contacts via API and date/time stamps contact field “Last Modified by Qualified.”

I’ve built a program that should pull in all records that have interacted with Qualified based on that Last Modified field, using a contact field change listener, but it's not working as expected…

• If the field is updated on an existing contact, the listener triggers as expected 👍️
• If a new contact is created and the field is populated during creation, the listener does
