Assigning a Pending Worker, Payroll Inactive Status to a Performance Document

Summary:

We have built a Project Manager Intern Roadmap in which all interns are evaluated during their time with the company. We would like to assign this prior to their official start date for the intern to review with their future manager. The problem is we have the employee as a pending worker but payroll status is inactive. The eligibility batch fails due to the inactive payroll status. Any known workarounds for this?
