Profile is set to yes but the profile description say Do not use

in Self Service Procurement

In reviewing the Self Service Procurement profiles I see many Do not Use at the beginning of the the description.

ORA_POR_DUP_REQ_SCO

RESTRICTED: BUG35209437

Do not use. Restricted feature under development

The level is set to Site and the Profile value is set to Y.
If we are not supposed to use it then why is it set to Y.
Do I just ignore it because it is a bugfix.

just need clarity.
