Measureable Goal Flag in Goal Library does not get hidden via VBS

There is a 'showEditableMeasurableTaskSection' variable in VBS where we can control the visibility of the Measurable goal flag option in the Goal Library setup:

I've set this to false in VBS as the client does not use this option.
However, after deploying the changes - the Measure Goal flag is still visible in the UI:

Has anyone encountered this issue? Why is the option still visible after setting the display option as 'false'?
