how to restrict enrollment opportunities after a date

I would like to prevent the employee from changing the enrolments after a particular date say 30th September every year for one plan type.

The plan which the employee had chosen before sept 30 should retain, after which the enrollment opportunity should not exist for the plans under that plan type. How to achieve it
