Can I deactivate an Action without creating a new CSP

Summary:

We created Actions to Request Secondary Information from Candidates and would like to deactivate. Can I deactivate this Action without creating a new CSP? Will this impact reqs in process and prevent the action from firing when an existing candidate reaches the Offer Phase? Or will this change only impact new reqs created with the Action set to inactive?
