How to make salary components rates can keep ready only on Redwood Promote

Hello Team,

We have a specific requirement related to US‑hourly employees. When the US‑hourly salary basis is selected, a salary component table even including items such as Hourly Rate, Wage Rates, COLA, etc. is displayed to the administrator.

We also have certain roles such as PF Admin and HPC who access these pages. Our requirement is as follows:

• PF Admin and HPC users should not be able to edit the component names Hourly Rate or Wage Rates within the Progression Grade Ladder.
• For the COLA component, HPC users should be restricted from editing, while PF Admin users should be allowed to edit it.
