Process "send job application" will it send reject mail to inactive candidate/or expired requisition

Summary:

We had resumed - "send job application" process in PROD and somehow it didn't reflect. There were some candidates rejected by the employer but the rejection email was not sent out. Currently the process - "send job application" is on HOLD. We are planning to resume it again on PROD but wanted to understand if that process would send the automated rejection emails to all candidates who are inactive on a filled or expired requisition? Or just the active candidates on the active requisition?
