The Goal Plan evaluation topic is locked because approvals are pending

Summary:

Dear Experts,

We have recently launched the performance documents for all employee and for few employee when they access the performance documents they are getting below issue "The Goal Plan 2025-26 evaluation topic is locked because approvals are pending".

I have checked the transaction in transaction console, the goal plans were approved however for few employees the goal plan was approved and along with goals were in draft stage.

Wanted to know in redwood, if the employee goal plan is approved and post that employee creates a new goal and it is in draft stage, will the system shows the error
