Dependent Eligibility Not Evaluated When Participant Fails Plan Eligibility (Split Medicare)
Summary:
We are working on an Oracle Benefits configuration involving split medical enrollment for retirees and dependents based on Medicare eligibility, and we encountered behavior where dependents were not evaluated when the participant failed eligibility at the Plan Type level.
I wanted to confirm whether this behavior is expected and get feedback on the best design pattern.
Scenario
We support a retiree medical structure where participants and dependents may enroll in different plans based on Medicare eligibility.
Example household:
Participant (Retiree) = 66 years old
Spouse = 44 years old
Expected/Desired outcome:
Medicare plan → Retiree Only
Non-Medicare plan → Spouse Only
This is a standard split scenario where the retiree must enroll in Medicare while the spouse remains on the non-Medicare medical plan.
