Can we restrict employees from selecting the highest rating for a specific goal category?”

We are trying to add a validation on the individual goal rating for a specific category in the performance evaluation screen. The requirement is to restrict the rating so that employees cannot select the highest (third) rating, even though a three-scale rating is defined at the individual goal level.
