Role delegation is not working for Hiring Manager role?

Summary:

We have added Role delegation for one manager but the role delegation is not working properly, now the proxy user is not able to see all the req which his manager created/viewing, his manager was able to see total 7 requisitions, but proxy user is not able to see all the requisitions.

Can anyone let us know why proxy user is unable to see the all requisitions?
