Roles and AoRs unexpected behavior

Hi Everyone,

We've observed a scenario of two HR users having same set of roles and AoRs assigned and one can see a job req that other can't. The HR users also have few admin roles and that still doesn't explain why one HR can see the particular job req and other can't. I scheduled process Regenerate Data Security Profiles and Regenerate Data Security Grants for all roles and security profiles, checked again with both HR user and result is same i.e. one hr user can see a job req that other hr can't. 
To give access to other HR to the req I added necessary AoR and that gave the hr user access to job req. Can you please let me know how I shall diagnose this behavior.
