How do you add an alternate Ship To Location in Redwood?

Summary:

We have a central receiving warehouse so we have a requirement for locations to be setup as Bill-To Site = No, Ship-To Site = No, and Receiving Site = No.

Since Redwood took over Manage Locations, when this combination is selected, we can't figure out how to select an alternate Ship-To Site as we could in the classic interface.
