Development Goal created in Talent Pool is automatically in Inactive status

When a development goal is created in the Talent Pool, its status is automatically set to Inactive. I've tried to find the Status field via VBS however it's not listed there as well.

May we ask why is the status automatically in Inactive when created inside the Talent Pool?
