Certification section to be hidden to employees only

Hello experts, we have to hide the Certifications section of the Skills and qualifications page only to employees, HR and managers should be able to view it. We have then removed all employees roles from the mentioned section in the Profile Content Section Access, and then run the following processes:
Regenerate data security grants - for employee and manager roles
Import User and Role Application Security Data
Retrieve Latest LDAP Changes

However, employees are still able to view this section.
Does anyone has faced the same issue? Any idea on how to solve it?
