Redwood UI - Clarification on Manager ability to add goals in draft stage

Summary:

i Team,

I would like to check if there is a provision for L1 managers to add goals for employees whose goal plans are still in the draft stage.

For example, employee A has created 4 goals but has not yet submitted them to the L1 manager.
however the manager wnar,the Manager wants to add new additional goal fro this employee.
Currently, the system does not allow the Manager to add goals unless the employee submits their goals.

Could you please confirm if there is any provision that allows managers to add goals while the employee's goal plan is still saved in draft?
