Questionnaire template has two sections

Section 1 - Question 1 - text box response

- Question 2- Rating model selected for response

Section 2 - Question 1 - text box response

- Question 2- Rating model selected for response

Can we calculate overall rating so it picks up the lower rating of the two sections? I.e within questionnaire if section 1 rating was 'Excelling' and section 2 rating was 'Developing' Developing would be final rating as its the lower rating of the two,
