Managers unable to see Talent Review Tile under My Team

We require managers to be able to enter employee ratings as reviewers prior to Talent Review meetings. Currently, managers are unable to see the Talent Review tile under My Team. We have reviewed role configuration and confirmed that the Line Manager role includes the following:

ORA_HRT_VIEW_TALENT_RATINGS
ORA_HRR_REST_SERVICE_ACCESS_TALENT_REVIEW_MANAGERS_LOV
HRT_RUN_TALENT_PROFILE_SUMMARY_REPORT_PRIV_OBI

The Line Manager role does not include HRT_TALENT_LINE_MANAGER_DUTY_OBI. However, we have validated that some managers who hold an additional role containing this duty still cannot see the Talent Review tile.
