Forbidden Error for pending working while updating Personal Details

We have moved to HR a candidate and he is a pending worker now.

he wants to update his personal details. But getting this Forbidden Error.

Has anyone faced this before.

We have attached seeded role "ORA_PER_PENDING_WORKER_ABSTRACT" and it works.

But we are not getting what exact privilege we need to add to our custom role.
