Redwood-Performance goals alert-all notifications are triggered if goals progress is updated

We have enabled multiple alert notifications via Alert Notification > Performance Goals in Alerts Composer.
These include notifications such as Goal Assigned, Goal Updated, Add a Note, and a few others.

When a manager updates the progress notes for a team member's performance goal, all active/enabled alert notifications are triggered simultaneously — not just the relevant one.
Is anyone else facing this same issue in 26A or earlier releases?
