Auto Reversal does not work for Encumbrance Journals

We are executing budget transfer from an external application. Since the approval process is long for budget transfer, we are creating an encumbrance journal to hold the funds and reverse the journal when the approvals are completed and before budgetary control is updated. As per document system does not support automatic reversal of encumbrance. Any other way to do this through webservices?
