Can't allocate leavers' inherited corporate card transactions after global transfer - error on date

We have thousands of corporate card holders in the organisation, and leavers regularly have uncoded or unsubmitted corporate card transactions. These are allocated to their delegate or final manager via the process inactive card transactions job.
