Employee need to submit when adding goal even though approval is bypassed

Summary:

We have bypassed the approval rule for Approve Performance Goal. But still when employee adds new goal, submit button appears and after submitted it got auto approved.

Is it possible to remove this submit option. We want that new goal added should be reflected immediately without submission.

For update goal, this submit option is not appearing.
