Create candidate page not opening when trying to add candidate

Summary:

Testing for client and want to add candidate to system manually.

Navigator > My Workforce > Hiring > Candidate Search > click on Create Candidate button and nothing happens. Goes back to Home page.

• Have IRC_CREATE_OR_UPDATE_CANDIDATE_PRIV as part of seeded Recruiter role (also have seeded Recruiting Manager role)
• Both profile options ORA_IRC_RECRUITING_REDWOOD_ENABLED and ORA_IRC_CANDIDATE_REDWOOD_ENABLED are enabled

Also tried My Workforce > Quick Actions > Hiring > Add a Candidate and same issue

Expect to see Candidate Information page and enter name, details etc
