Incumbents are not showing up in Succession Plan

We are creating a succession plan based on Incumbent/Position. However, when we click "View Incumbents," employee details are not displayed if the employee’s primary work relationship is set to "NO." Is this the expected behavior? If so, could you advise on how to address or mitigate this issue?
