In talent review meeting, "Add by Criteria" - Grade filters not working as expected.

Summary:

In talent review meeting, while creating new talent review meeting when HR tries to add the review population using "Add by criteria", grade filter is missing with some of the grades, not all grades are popping in the dropdown.
