Organization Journey Category Filter Security

Summary:

Despite configuring security on both the Journey Category and the Journey Template levels, all Journey Categories are still visible to all HR users across the organization journey tab.

Issue Details:

HR users can view all Journey Categories regardless of assigned security roles.
Security configurations applied on Journey Categories and Journey Templates are not being enforced.
