Disassociate Goal Status from Completion Percentage

Is it possible to decouple the performance goal status from the completion percentage? we have a business requirement to prevent the completion status from automatically updating to 100% when the goal is marked as "Completed," and vice versa. In other words, the status and completion percentage should be managed independently.

Additionally, is there a way to increase the maximum allowable completion percentage beyond 100%?
