Email with verification PIN not being sent to external candidates

Summary:

External candidates have reported that they are not receiving email notifications containing the verification PIN when attempting to log in to their candidate profiles. Upon checking the Messages tab in the candidate profile, it shows that the code was sent in some cases, multiple times when candidates retried after not receiving the PIN. However, the emails are not found in either the junk or spam folders.

Testing confirms that the verification emails are successfully received when sent to Gmail and Mailinator addresses, but not to Hotmail or Outlook addresses.
