cannot submit offer for approval-popup message

Summary:We had a candidate application that was rejected so we could merge it with the candidate’s existing (older) profile. After completing the merge, we moved the candidate back into the phase and created a draft offer. However, the system is not allowing us to submit the offer.

A pop-up message appears with two options, but it doesn't allow to submit regardless of which option is selected.
