Redwood-Add eligibility option in Performance eligibility page is not available

Summary:

In Redwood, the Add button for performance document eligibility is missing. In the Responsive UI, there was an option to add eligibility directly from the Performance Eligibility page. I am able to process eligibility, but I do not see the option to add it. Is this expected behavior in Redwood by design, or am I missing a configuration or step?
