OTBI Report Giving Performance issue specifically for Non BI Admin Users

We created a custom OTBI report in Oracle BIP using the "Inventory - Inventory Transactions Real Time" subject area. When the report is run by users with BI Admin access, it completes in about 45 seconds. However, for users without BI Admin access, the report goes into a long-running state and eventually times out.
