Why the Move Process is not triggering the Recruiting Candidate Selection Fast Formula?

We have a requirement that if a candidate has a DOB present either on the Candidate Extra Information page or in the Person record, the Fast Formula (FF) should allow the candidate to move to the next state (Post Offer Screening → To Be Screened).

The Fast Formula is attached to the Post Offer Screening action setup. However, during the move process, the Fast Formula is not being triggered, and the system is allowing the candidate to move to the next state without evaluating the DOB condition.

I also attached the Fast Formula at the Move Condition level, but it is still not triggered. Even when the Fast Formula explicitly returns CONDITION_RESULT = 'N' the candidate continues to move to the next state regardless of the DOB validation.
