How to apply dynamic filter on DCL/Smart Picker ?

We have Equipment # as a DCL field i have applied Smart picker on it and want apply fileter based on program field.
I am not sure how to pass Prohram_c value dynamically in filter criteria parameter?
is it possible to access using $dynamicLayoutContext? if yes then could you please guide how to access it in template?
