Why are goals uploaded via ContentItem HDL (with Target and Target Type and linked using ContentItem

in HCM Communicate

I uploaded a Goal Library using the ContentItem HDL, where each goal includes data such as Target Type and Target. I also linked the related records using ContentItemRelationship HDL. When I retrieve the data, everything appears correctly. However, when I open the Goal Library in the application, the goals are not showing as measurable (the Target and Target Type are not reflected). What could be causing this issue? And how can I correctly upload the Goal Library so that employees can add goals from the Goal Center with the Target and Target Type properly available?
