Is it an intended functionality where Oracle is not allowing to enable the Holds Resolution Routing when the "Allow Manual Release" option is not enabled?

We have a requirement where we need to send a notification to users but they can't manually release the holds. Is there a way we can achieve sending notifications without enabling the manual release?
