26B: Add tags action on job application list page query

Summary:

For the feature: Redwood Experience: Add Tags Action on Job Applications List: In the document it is mentioned that

When you use the Add Tags action on 11 candidates or more, the action is processed asynchronously (bulk process).

But, we can see that bulk process is triggered when we add tags for 6 or more candidates. Also, in one of the cases, a bulk process was triggered when we added tags for 3 candidates only. This happens when we try to add more than 2 tags for the candidates.

The query is:

Is the bulk process dependent on the number of tags we add to the candidates regardless of how many candidates we select to add ?
