We can't enable the ORA_RCS_ENABLE_PROJECTS_IN_SCM_PRC profile

"Steps to enable and configure" has "You must also enable the ORA_RCS_ENABLE_PROJECTS_IN_SCM_PRC profile." written on it, but Manage Administrator Profile Values does not have ORA_RCS_ENABLE_PROJECTS_IN_SCM_PRC.

Do we need to create a new Profile Option?
In that case, what kind of content should we create?
